Powerful, rare, and very Bodhisattva-Likely Kashmir or other nearby Kingdom, and from the 8th to 10th centuries. This is an educated guess based on input from a number of very knowledgeable people, and from looking in a number of sources at related figures. if you followed this type of figure in the high-end auction houses, it is a type that can sell for astronomical figures given the right conditions. this one has a significant amount of inlay, and looks to be cast of a very high-quality alloy right. It is solid cast, in style that is consistent with its early dating. It is very significant where, which is also consistent with very great age. The one significant thing to note is that it does appear to have had some re-carving in order to keep the overall impact of the figure out at its best. This is not uncommon on items of this type. Sometimes they can make the peace look much worse. in this case they Add something which for some people will greatly enhance the flow of energy from the statue, and for other people will be a distraction. there is truly no right or wrong regarding this as in the countries of origin for Buddha statues there is no agreement about this and many people clean and repair and upgrade Buddha figures on a regular basis as part of their devotion, and others feel they are best untouched except for ritual touching. Bottom line is to spend time looking at the photos and to see how they affect you. For me, this is one of the very few pieces which made the small hairs in the back of my neck stand up. This happens very rarely, and what it does I pay attention I'm do all I can to be able to spend time with the figure that caused this to happen. In 40 years I've never had another piece remotely like this one.
