钤印：督理江苏军务之印 |民国五年（1916年）写本|折装|提要：是为时任江苏督军冯国璋就第二师二团二营六连战士牛玉山乘夜间外卫机遇携枪潜逃所发训令。训令要求原籍地方官员要严加追缉，军队内部要加强军纪管理，同时要将拐带枪弹、服装等报上。训令末钤盖朱色“督理江苏军务之印”1方。|冯国璋（1859-1919），字华符，直隶河间人。直系军阀首领，与王士珍、段祺瑞并称“北洋三杰”。曾任中华民国副总统、代理总统等职。
